Who takes the 2008 civics test?
Under current USCIS guidance, the 2008 civics test applies if you filed Form N-400 before October 20, 2025. Your filing date—not your interview date—determines which civics test version applies.
Always confirm your test version and any exceptions with the official USCIS study guidance.
How the 2008 civics test works
A USCIS officer asks the questions orally during your naturalization interview. The officer may ask up to 10 questions from the official list of 100. The civics portion stops after you answer six questions correctly or after it is no longer possible to reach six correct answers.
The questions cover American government, American history, geography, symbols, and holidays. Some answers—such as the names of elected officials—can change after elections or appointments. Review the latest USCIS test updates before your interview.
A study plan for the 100 civics questions
Use the official USCIS 2008 questions and answers (PDF) as your reference. Work through government, history, and integrated civics in small groups. Keep the question wording beside the accepted answers so you can check what each question asks you to name.
- Learn a small set. Start with ten questions. Read an accepted answer, cover it, and say it aloud. Follow instructions such as “name one” or “name two.”
- Review before adding more. Begin the next session with questions you missed or needed help understanding. Then add another small set.
- Mix the order. Have a study partner choose questions from across the list. Practice listening without seeing the text.
- Check changing answers. Confirm the answers about current officials for where you live using the USCIS test updates linked above.
For a short starting exercise, try ten free citizenship questions with answers you can reveal. They use the 2008 material; they are not the complete 100-question bank.
Practice more than memorization
Knowing an answer on paper can feel different from understanding a question spoken in English. SpeakCivics helps you build a repeatable study routine:
- Listen to the question without reading it first.
- Say your answer aloud, then compare it with an accepted answer.
- Repeat difficult words at a comfortable speed.
- Save questions that need more practice.
- Use interview simulation to practice responding under test-like conditions.
- Build English reading and writing skills alongside civics study.
2008 or 2025 test?
If you filed Form N-400 on or after October 20, 2025, review the 2025 civics test guide instead. SpeakCivics includes both versions, so you can choose the correct test during setup and change it later if needed.
